Country Winds Manor (formerly Howard Residential Care Facility) and Patty Elwood Center are county-owned facilities governed by their own board of directors. They provide residential care and Alzheimer’s disease and dementia care in a beautiful and serene country setting two miles north of Cresco. In June of 1990, the HRCF contracted with Howard County Hospital, which is now Regional Health Services of Howard County, to provide management services at their facility.
